I think what the writer was meaning was the TRACK, the distance between the centre points of the wheels on one axle.
The car has a wheelbase barely longer, it seems, than its track. A vehicle this short would probably have an uncomfortably choppy ride.

The more you dissect copywriter blurb the less sense it makes....</description>
